The Office of Policy and Governmental Affairs (HPL) is responsible for a variety of critical and diverse topics ranging from managing congressional affairs; housing FHWA's traffic and transportation performance data; collaborating with the international community on new highway technology, transportation research, and program.

The Associate Administrator for Highway Policy and External Affairs serves as the principal advisor to the Administrator on the Federal Highway Administration (FHWA) policy and international program activities.

A message from our Associate Administrator of Highway Policy and External Affairs

Welcome to the Office of Policy and Governmental Affairs web page. Our office is responsible for a variety of critical and diverse topics ranging from managing congressional affairs; housing FHWA's traffic and transportation performance data; collaborating with the international community on new highway technology, transportation research, and program innovations; and performing studies and analyses of national transportation policy options and strategic planning and enterprise risk management. I am proud that our program office is actively delivering resources and technical assistance to ensure that we are providing a world class transportation system that advances safe, efficient, equitable and sustainable mobility choices while strengthening the nation’s economy. With the Bipartisan Infrastructure Law (BIL) and Inflation Reduction Act (IRA) in place, we are making “BIL a reality” by improving our infrastructure and ensuring that funding is allocated to entities that are addressing the concerns and needs of their communities. We also thrive on the success of our transportation practitioners who have taken advantage of the many funding sources used to invest in our infrastructure as we continue to foster authentic engagement and technical assistance to ensure we are building a safe, resilient, and equitable transportation future. Alexandra "Zan" Guendert joined the Congressional Affairs Team in November 2022. Zan has three years of Capitol Hill experience. This includes two years with the House Committee on Transportation and Infrastructure, Highways and Transit Subcommittee. Zan also spent two years with a Washington, DC-based transportation consulting firm as a policy and public affairs associate. She also has had various internships and a fellowship all involving either congressional or gubernatorial activities.
