In April 1998, the American Association of State Highway and Transportation Officials (AASHTO), the Foundation for Pavement Preservation (FP2), and the Federal Highway Administration (FHWA) issued a video tape entitled "Protecting Our Pavements: Preventive Maintenance." This short video conveyed the importance of protecting our investment in our highway infrastructure through the utilization of preventive maintenance strategies as experienced through five veteran chief engineers. The video highlighted the importance of establishing dedicated funding; the need for improved strategic planning and programming; and the need to apply the right treatment to the right road at the right time. To date more than 3800 copies of this video have been distributed worldwide and it has served as a successful educational and informational tool regarding the importance of transportation system preservation (TSP). An NHI training course (#13154), which makes the case for preventive maintenance, entitled "Pavement Preservation: The Concept of Preventive Maintenance" has been developed and is available at this time. The FHWA, through its partnerships with AASHTO and industry, are continuing to make strides towards meeting the challenges associated with the proper implementation of a TSP program.

We are pleased to provide you with a copy of the second videotape entitled, "Preventive Maintenance: Project Selection" (copy enclosed). This 30 minute videotape on preventive maintenance was also developed through the cooperative efforts of AASHTO, FP2 and the FHWA.

This tape expands upon the scope of the first video by focusing on the selection of the right treatment for the right road. Proper pavement selection is a critical element in ensuring the success of a preventive maintenance program. The video provides a better understanding of the various factors, such as existing pavement condition and environmental effects, which must be taken into consideration when selecting the proper pavement for preventive maintenance. The tape also provides a general overview of the various preventive maintenance treatment options available for both rigid and flexible pavements and their suitability for a given pavement condition. A second NHI training course (#13158) entitled "Pavement Preservation: Selecting Pavements for Preventive Maintenance" is under development and should be available for the 2000-2001 training season.

Please share this video with the appropriate state highway personnel. The FP2 is making direct distribution to industry interests. If you wish any additional copies of this video or information about preventive maintenance or transportation system preservation please feel free to contact members of the AASHTO Lead State Team on Pavement Preservation or Jim Sorenson in FHWA's Office of Asset Management.
