Sample State Request For Letters Of Interest

(Name and Address of Engineering Firm)

The (Name of Agency) desires to engage a single professional engineering firm to provide complete subsurface utility designating and locating (test hole) services for (Type of Project).

These services will be performed for approximately __________ design projects throughout _________(Area)______________ and will be identified on an as-needed basis. The contract will be for _________ year(s).

Accordingly, you are hereby requested to submit a letter of interest for the required services described herein and in the enclosed project resume.

The evaluation of firms submitting letters of interest for this work will be based on the following considerations:

  • The firm must be capable of:
    • Performing both the designating and locating phases of subsurface utility engineering. Designating means to indicate the presence and approximate horizontal location of underground utilities utilizing the application and interpretation of surface geophysical techniques, which include, but are not limited to, electromagnetic, magnetic, and elastic wave methods. Locating means to characterize a utilities' spacial position, composition, condition, size, and other data that may be reasonably obtainable about the utility and its surrounding environment through its exposure by non-destructive excavation techniques, such as air/vacuum extraction.
    • Transmitting the subsurface utility data in a format compatible with the (Name of Agency) computer-aided drafting and design (CADD) system.
  • The engineers responsible for the services:
    • Must be licensed professional engineers and/or land surveyors, employed by the firm in accordance with State professional registration requirements.
    • Must be able to authenticate (seal) appropriate deliverables.
  • The firm:
    • Must possess a high ethical and professional standing and have performed satisfactorily on any previous contracts with the (Name of Agency).
    • Must have adequate experience and staff to perform the type of work required.
    • Must have the ability to meet the time schedule established for the work.
    • Must have the financial ability to undertake the work.
    • Must have an accounting system adequate to identify costs chargeable to the project.
    • Must have professional liability insurance.

Only firms prequalified by (Name of Agency) will be considered for awards.

Private engineering firms are invited to submit letters of interest for furnishing subsurface utility engineering services to the (Name of Agency) by (Date).
