Realty Competency Building Navigator

Welcome to the Realty Competency Building Website!

The Realty Competency Building (RCB) program is sponsored by the Federal Highway Administration's (FHWA) Office of Real Estate Services. The purpose of the Realty Competency Building program is to develop and support a high level of Right-of-Way and Outdoor Advertising Control expertise for public agencies, private sector consultants, and other stakeholders. Maintaining the quality of right-of-way expertise among transportation professionals is critical to the effective delivery of transportation programs.

The Realty Competency Navigator is a tool for Realty and outdoor advertising practitioners, agencies subject to the Uniform Act, and related disciplines to find the resources necessary to gain the knowledge and skills that will build their professional capacity.

An acquisition professional is involved in the process of securing the necessary property interests to adequately construct, operate, and maintain a transportation project's physical, esthetic and safety features.

An appraiser participates in property valuation to estimate just compensation for real property needed for a public project.

Attorneys ensure that Right-of-Way projects are in full compliance with the law.

A civil rights specialist is responsible for applying nondiscrimination provisions to all programs and activities of Federal-aid recipients, sub-recipients, and contractors.

A design engineer is involved with the design, construction, and maintenance of roads, bridges and other structures associated with a transportation project.

An environmental professional conducts environmental analyses and applies and enforces legislation designed to protect the environment.

An outdoor advertising regulator works to ensure that states are compliant with the provisions of the Federal Highway Beautification Act (HBA).

Planners utilize a broad range of planning concepts, theories and principles to address complex jurisdictional transportation issues.

A project manager is typically responsible for ensuring a highway project, which often includes land acquisition, displacement, and property management, proceeds on time, within budget, and in compliance with statutory and regulatory requirements.

A property manager deals with access control management, air space leases and security, utility accommodation, disposals, and other areas of expertise required to maintain Right-of-Way property in conformance with federal and state laws.

A relocation agent helps and advises any individual, family, business or farm displaced by a Federal or federally assisted program to locate a suitable replacement property.

A right-of-way engineer identifies the location of existing property boundaries, ownership or real property interests.
