    *Pavement Smoothness

    This initiative is directly tied to FHWA's Strategic mobility goal. It is directed at aiding our partners in improving pavement condition through improved measurement, specifications, materials, construction and rehabilitation practices (including the Superpave system) and preservation.

    The field can work with their States and industry to:

    1. Identify and implement improved equipment and protocols for measuring pavement smoothness. (ADO, ARC)

    2. Develop incentives and specifications for construction and rehabilitation smoothness. (RDO, RRC)

    3. Promote best practices for building and preserving smooth pavements. (ADO, ARC)

    4. Help in the development and deployment of refinements to asphalt mixture design specifications (Superpave) and resulting pavement enhancement. (RDO, RRC)

    The field can work with their States and industry to disseminate

    1. "Best practices kits" for building smoother pavements. (RDO, RRC)

    2. AASHTO guide specifications for measurement of construction smoothness using inertial profilers. (RDO, RRC)

    3. AASHTO provisional practice for measuring pavement smoothness, IRI, for HPMS (ADO, ARC)

    4. Mix design specifications and benefits of Superpave system. (ADO, ARC)

    5. Workshop on on best practices for smoother pavements. (RDO, RRC)

    6. NHI Superpave training. (ADO, ARC)

    Field offices can work with their States and industry to evaluate:

    1. Pavement smoothness measurement practices and equipment to develop programs to improve the reliability and accuracy of data, IRI, reported to HPMS. (ADO, ARC)

    2. Current practices for paving to develop joint programs to enhance pavement construction and rehabilitation smoothness and quality. (ADO, ARC)

    Goal: 30 States begin implementation of all or part of Smoothness Initiative by 2001

    Goal: Pavement smoothness as measured by IRI: 91.9 for 2001

    Field offices with their States and industry should establish goals and track:

    1. Investments in pavement smoothness and improvements in pavement IRI. (ADO)

    2. Implementation of AASHTO protocols for HPMS data collection of pavement smoothness, IRI, including upgrade of equipment. (ADO)

    Goal: 20 states adopt protocols by 2001

    3. Effectiveness of Superpave implementation using pavement management systems. (SDO)

    M.1.5

    *Construction and System Preservation

    HIAM will be developing additional training courses and workshops for FHWA field representatives, State personnel and others with responsibility for transportation system preservation.

    Field staff will help in course development by serving on technical panels. (SDO)

    Field offices will need to interact with States, send out course announcements, promote attendance, and participate in courses. (ADO)

  • Plan to hold a minimum of 10 courses and workshops in FY'01.

  • Field offices will help develop an updated policy statement of stewardship and oversight responsibilities in both the construction and preservation area. (ADO)

    Context Sensitive Design

    Guidance and assistance will be provided to FHWA, State DOTs, local entities, and our industry partners in promoting the concept of context sensitive design for highways and streets.

     

    Contact the pilot States (CT, KY, MD, MN, UT, EFL) to see what they're doing. (ADO)

    The findings and results of the FY2000 scanning tour and the pilot States training development efforts will be disseminated . (ADO)

    HIF will convene 13 Division Office ADHS coordinators to discuss development of estimates. (SDO)

    Advanced Design and Materials Applications for Asphalt/

    Superpave

    The activity offers the industry the opportunity to improve the way it designs asphalt mixes to improve pavement performance.

    Field offices will help in the development and deployment of refinements to asphalt mixture design specifications and resulting pavement enhancement. (RDO, RRC)

     

    The field can assist the States in implementing mix-design specifications and promote the benefits of the Superpave system. (ADO, ARC)

  • Goal: 45 States will have implemented mix specifications by '01

    Advanced Mix Design and Materials Characterization for PCC

    [nee Technology Transfer of PCC State of the Art]

    Seminars on concrete durability, hydraulic cements, concrete admixtures and courses on PCC materials and PCC mix design will be delivered.

    Field offices will help in the development, delivery and deployment of these new workshops, seminars, and demonstrations. (RDO, RRC)

  • Develop training materials in 4 different subject areas

  • Field offices will participate in workshops

    Pavement and Materials Technology Knowledge System

    HIPT will develop a web-based system for pavement technology composed of policies, directives and guidance taken from the existing Pavement Notebook and the Materials Notebook.

    LTPP Product Development and Implementation

    This activity will focus on identifying and developing products derived from the LTPP database and data analysis activities to help States build better pavements.

    Field Office experts will need to assist in product evaluation, prioritization, readiness, and delivery by serving on expert task groups and technical working groups. (RDO, RRC)

    Product champions have been identified from the Resource Centers for 5 products currently ready for delivery. (RRC)
