National Commission Report Released
The U.S. Congress created The National Surface Transportation Policy and Revenue Study Commission in 2005 under Section 1909 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act—A Legacy for Users (SAFETEA-LU). According to the statute, the Commission is charged with completing a comprehensive study of the national surface transportation system and the Highway Trust Fund, then developing a conceptual plan, with alternative approaches, to ensure that this system continues to serve the needs of the United States. 2008 Transportation Planning Excellence Awards Program
The upcoming 2008 Transportation Planning Excellence Awards Program was announced in December 2007. This awards program promotes outstanding initiatives across the country that develop, plan, and implement innovative transportation planning practices. The open nomination period will continue until February 29, 2008. Greenhouse Gases
Climate change is an issue that is getting more and more attention in the planning process. As of January 2008, two States require greenhouse gas (GHG) analysis for transportation plans and TIPs, six additional States were considering proposed requirements, and at least six MPOs in other States had completed or were in the process of conducting this type of analysis. In addition, environmental groups are developing proposals to integrate climate change considerations into the transportation planning process in preparation for the next transportation reauthorization bill.

The FHWA, a participant in the U.S. Department of Transportation (USDOT) Center for Climate Change and Environmental Forecasting initiative, has been studying the relationships between the transportation planning process and GHG emissions for some time. Several useful products, including a review of climate-related transportation planning practices in the Northeast States and a toolkit for transportation climate mitigation, are available at the Center´s website, http://climate.dot.gov. In addition, the FHWA and the Center are working to document "best practices" of State, regional, and local efforts to integrate climate change considerations into the planning process.

Another piece of this complex puzzle is the impact of climate change on transportation. The USDOT´s draft study "Impacts of Climate Change and Variability on Transportation Systems and Infrastructure: Gulf Coast Study" explores the potential impacts of changing climate on transportation infrastructure in the Gulf Coast region, and includes a chapter explaining how the transportation planning process could be used to begin to prepare for these impacts. Final Conformity Rule Published
The final conformity rule to implement SAFETEA-LU was published in the Federal Register on January 24, 2008.

Among the changes to the conformity rules are:

Changes the required frequency of conformity determinations for transportation plans and transportation improvement programs from at least every three years to at least every four years.
Provides a one-year grace period before the consequences of a conformity lapse apply when an area misses certain conformity deadlines. During the lapse grace period, an area can make conformity determinations for certain projects.
Gives areas the flexibility to shorten the timeframe covered by a conformity determination, if the local transportation planning agency elects to do so.
Streamlines the requirements for state conformity procedures ("conformity SIPs").
Addresses the statute´s provision that allows areas to substitute or add transportation control measures without a SIP revision.
Several changes not related to SAFETEA-LU are also included to streamline the conformity process: allows DOT to make categorical CO hot-spot endings; incorporates a recent court ruling; and updates terms to be consistent with other DOT and EPA regulations.

Changes to the CMAQ Program
The Energy Independence and Security Act signed in December 2007 has caused a change to the Congestion Mitigation and Air Quality (CMAQ) program. Section 1131 of the Act, Increased Federal Share for CMAQ Projects, amends Section 120 (c) of Title 23 U.S.C., Increased Federal Share for Certain Safety Projects, and permits an increase in the Federal share of up to 100 percent, at the discretion of the State, for all CMAQ projects obligated in FY 2008 and FY 2009. In addition, the provision establishes by law a minimum 80 percent Federal share for all CMAQ projects during FY 2008 and FY 2009.

There have been a number of questions raised concerning the requirement for the 80 percent minimum Federal share established by Section 1131 of the Act. While the FHWA acknowledges the value States and MPOs place on a more flexible approach to local matches, especially in the case of CMAQ public-private partnerships, This special "later-enacted amendment" relative to the Federal share for the CMAQ program eliminates the option of higher State or local shares otherwise permitted by 23 U.S.C 120 (i). This amendment does not affect the use and obligation of STP funds for eligible activities that benefited air quality under 23 U.S.C 133(b). This limitation may have an impact on those jurisdictions that traditionally use the higher match to leverage their CMAQ funds and, ultimately, to implement more projects with more widespread participation in the program. Exemplary Human Environment Initiatives for 2007
The selection of the 2007 Exemplary Human Environment Initiatives (EHEI) were announced December 4, 2007. The EHEI program is a new program designed to support and measure the FHWA´s environmental stewardship responsibilities, and is included as a national strategy in FHWA´s 2007 Strategic Plan. The EHEI program promotes environmental stewardship by giving recognition to transportation projects and activities that are particularly effective and innovative in how they adapt and enhance the human environment. It is a new companion program to the successful, ongoing Exemplary Ecosystem Initiative (EEI) program.

In this first year of the EHEI program, the FHWA received 38 applications from across the country. These applications included many excellent examples of environmental stewardship, making the selection very difficult. Ultimately eight particularly distinguished projects from the States of Arkansas, Colorado, Georgia, Kansas, Mississippi, New York, Oregon, and South Carolina were selected. Thanks to all of those who submitted applications this year, and congratulations to the State DOTs and division offices whose efforts are represented in this year´s EHEI selections. F HWA to Award $1.4 million towards Eco-Logical Pilot Projects
The FHWA´s Office of Environment, Planning, and Realty announced in December 2007 their intent to award 14 cooperative agreements totaling approximately $1.4 million in response to the "Integrating Transportation and Resource Planning to Develop Ecosystem Based Infrastructure Projects" (Eco-Logical) grant solicitation. The recipients represent State and local departments of transportation, State resource agencies, metropolitan planning organizations, local governments, nongovernmental organizations, and one university from the following States: Colorado, Illinois, Missouri, New Hampshire, New York, North Carolina, Oregon, Texas, Utah, and Virginia. The awards are expressly conditional upon the finalization of the award terms and conditions.

These grants represent pilot projects that demonstrate methods and best practices to implement the multi-agency publication, "Eco-Logical: an Ecosystem Approach to Developing Infrastructure Projects" (Eco-Logical) and assist the FHWA in meeting the agency´s goals under the planning and environmental linkages (PEL) initiative. These projects will encourage Federal, State, and local partners to integrate environmental solutions and goals into planning for infrastructure development. Eco-Logical puts forth the conceptual groundwork for integrating environmental and infrastructure plans across agency and geographical boundaries, and endorses ecosystem-based mitigation approaches to compensate for unavoidable impacts caused by infrastructure projects.

The pilot projects will be administered by staff from the Offices of Planning, Project Development & Environmental Review, and Natural & Human Environment with additional technical assistance from the FHWA Resource Center and other Federal signatories to the Eco-Logical document.

The Transportation Safety Planning (TSP) website has been updated to include the latest TSP newsletter and State Safety Fact Sheets. The State Safety Fact Sheets were developed for transportation stakeholders as well as the general public to present the emphasis areas each state has identified in their approved Strategic Highway Safety Plan (SHSP).

Data drawn from the Fatality Analysis Reporting System (FARS) is used to show ten-year trends in total fatalities and fatality rates; safety focus areas and their corresponding percentages of total crash fatalities; and fatalities by roadway classification. Important contact information is included on the fact sheets; these contacts and valuable web-links can be used to locate detailed and current data, news, noteworthy practices and additional contacts. SAFETEA-LU calls for the security of the transportation system to be a stand-alone planning factor, signaling an increase in importance from prior legislation, in which security was coupled with safety in the same planning factor. This change recognizes that planning has a role in critical elements of transportation security. THe FHWA and the FTA are committed to working with State DOTs, MPOs and other transportation planning process partners in order to promote a safe and secure transportation system.

The FHWA and the FTA promote an all hazards approach to security and emergency preparedness. The specific action or actions a particular State DOT or MPO might consider depend(s) on the circumstances unique to the State or region, the transportation system, and the level of risk.

The FHWA and the FTA have identified ed examples and resources relating to emergency interagency coordination for emergency preparedness in States and metropolitan areas including conducting training and exercises; modeling emergency response and evacuation; and planning for long-term recovery and system adaptation. In addition, the FTA Office of Planning is preparing a report, "Addressing Security in Metropolitan and Statewide Transportation Planning," which should be available by late spring 2008. The purpose of the report is to identify a wide range of innovative security planning examples and to analyze common themes associated with effective security planning. Based on examples from over 16 metropolitan areas, the report notes typical approaches for addressing security in the transportation planning process such as listing security in goal statements; staffing committees; acting as an information clearinghouse; and participating in explicit collaboration efforts with Federal, State, and Local partners. FTA Planning Circular Update
The proposed planning circular 8100.1C on Program Guidance for Metropolitan Planning and State Planning and Research Program Grants was published for comment on September 28, 2007. The comment period ended on November 30, 2007 and staff is preparing a response that will be published in the final circular. It is anticipated that a Federal Register on the final circular will be published in 2008. For more information, contact Mr. Victor Austin (202) 366-2996/ victor.austin@dot.gov.

Targeted Technical Planning Assistance
The FTA is pleased to announce the availability of a first-time"pilot" program of technical assistance targeted to metropolitan planning organizations (MPOs) to assist them in advance of their work with transit operators in preparing project proposals for funding under the FTA´s Section 5309 (New Starts/ Small Starts) program. The FTA has contracted with Cambridge Systematics, Inc. to provide this support, which will focus strategically on metropolitan areas that anticipate beginning a transit Alternatives Analysis (AA) in the coming 2 to 3 years. A corridor-focused AA is a required planning study to apply for the FTA New (and Small) Starts funding. For more information, go to www.fta.dot.gov/planning/metro/planning_ environment_7392.html.

Private Operator Participation in Planning
SAFETEA-LU requires MPOs to develop and utilize a participation plan that provides reasonable opportunities for interested parties - including private operators - to comment on the metropolitan transportation plan and metropolitan Transportation Improvement Plan (TIP). The FTA recently approved a cooperative agreement with the Taxicab, Limousine & Paratransit Association to provide educational seminars, instructional articles and other web-based materials to assist private for-hire vehicle operators in understanding and becoming involved in the local collaborative transportation planning process. The project will also explain FTA´s United We Ride program and its importance in assisting local communities with coordinated human services transportation planning.

In addition, this cooperative agreement will be utilized to provide technical assistance (via the telephone and if necessary, on-site) by expert consultants, experienced in dealing with private operator issues in transit contracting, to facilitate an increase in competitive contracting opportunities developed through local planning processes for private transportation providers. FTA REGION 4 Staff Changes
The FTA´s Region 4 is stepping out in front by leading succession planning efforts. As corporate knowledge exits the agency, opportunities are made available for high performers to hone their leadership skills and managerial abilities in an Acting capacity. This opportunity provides for a unique hands-on experience while learning in a safe environment.

Since the retirement of Alex McNeil, Director of Planning and Program Development, James Garland, Senior Community Planner, is now leading the Office of Planning in Region 4 for 90 days. Leonard Tennessee and Jamie Pster will also serve as acting Director of Planning in Region 4, each for a 90-day period.

FTA Public Transportation Participation Pilot Project (PtP) - Year II Awardees
The FTA Office of Planning and Environment has awarded six new projects and one Phase II project under the PtP program that will focus on the transportation participation planning process. These projects will help to improve data collection analysis, support public participation through the project development phases, use innovative techniques to improve the coordination of transportation alternatives, enhance the coordination of transit benefits and services, contract with stakeholders to focus on the delivery of transportation plans and programs, or measure and report on the annual performance of transportation systems. The awardees will work to yield products that can be applied to improve the state-of-the-practice at the regional or project level. Cooperative agreements have been signed by the following: Thomas Jefferson Planning District Commission, Charlottesville VA; the Center for Tax and Budget Accountability, Chicago IL; The Research Foundation of SUNY, Buffalo NY; Legal Aid Foundation of Los Angeles, Los Angeles, CA; Center for Neighborhood Technology, Chicago IL; University of Kentucky, Lexington KY; and Denver Regional Transportation District, Denver CO.

STEP Research Program
The Surface Transportation Environment and Planning Cooperative Research Program (STEP) is the research funding program for planning, environment, and realty. The STEP was authorized by the U.S. Congress in Section 5207 of the Safe, Accountable, Flexible, and Effecient Transportation Equity Act: A Legacy for Users, (SAFETEA-LU). Its general objective is to improve understanding of the complex relationship between surface transportation, planning, and the environment. Funding is authorized at $16.875 million per year from FY 2006 through FY 2009 and about $12 million is expected to be available each year, due to over-designation, obligation limitations, and rescissions. The STEP is the major source of funds to conduct all of the FHWA research on planning, environmental, and realty issues. The STEP funding is awarded through a variety of competitive procurement mechanisms including: broad agency announcements, grants, cooperative agreements, indenite quantities contracts, and interagency agreements. The U.S. Congress mandated that the Federal share be 50 percent for research funded under Title V of SAFETEA-LU, including STEP. While this "match" will not apply to contract funding, it will apply to STEP research funded through cooperative agreements and grants.

The FHWA recently completed outreach for the development of the FY 2008 STEP and the FY 2008 STEP Plan posted under "Research Plans" on the web at: www.fhwa.dot.gov/hep/step/index.htm. The STEP emphasis area contacts listed on the STEP website can provide additional information regarding the status of specific STEP research initiatives.

Transportation Planning Cooperative Research Broad Agency Announcement
The FHWA Office of Planning is soliciting proposals for research and development projects that could advance the practice and application of transportation planning. The solicitation includes six focus areas consistent with emphasis areas identied for the Surface Transportation Environment and Planning Cooperative Research Program developed under Section 5207 of Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU). The focus areas are:

Congestion management
Global climate change
Freight planning
Public involvement, environmental justice and visualization in planning
Tools and techniques that support State or local planning capacity building
Tools and techniques that support Tribal planning capacity building

This program is intended to spur innovation and focus on high risk and high pay-off research and development projects. Incremental advances, demonstrations of existing technologies or applications of State and metropolitan transportation planning activities are not within the scope of this program. Reduce Congestion with Access Management
The FHWA has produced a CD containing an access management primer and video entitled Safe Access is Good for Business! It is available from Kathy Facer at (785) 271-2448 x224/kathleen.facer@dot.gov. The CD also contains the results of an FHWA peer exchange called the "2006 Access Management Domestic Scan Report". The information is derived from research by the Transportation Research Board (TRB) Access Management Committee. Additional access management information can be found in the FHWA sponsored TRB Access Management Manual, the TRB Committee´s website, www.accessmanagement. info and the FHWA website http://ops.fhwa.dot.gov/ access_mgmt/index.htm. The primer and video will assist you in explaining access management to business owners.

Geospatial Right-of-Way Data Systems Peer Exchange
The FHWA Office of Planning, Environment and Realty sponsored a GIS/ROW peer exchange in August 2007 to share experiences and lessons learned. The peer exchange report is now available on www.gis.fhwa. dot.gov/gisrow.asp. The peer exchange information is being incorporated into the Phase 2 National Cooperative Highway Research Program (NCHRP) study project 8-55a. The researcher, Kitty Hancock from VirginiaTech, is developing a logical business model of key ROW functions to use when integrating geo-spatial technology and ROW data systems. National Trails System Map and Guide: 2007 Version
The 2007 version of the National Trails System Map and Guide is available. It shows National Scenic and Historic Trails, along with National Park, National Forest, Fish and Wildlife Service, and Bureau of Land Management lands along these trails, and the Interstate Highway System. Rails-to-Trails Conservancy´s Trailbuilding Website
The Rails-to-Trails Conservancy added a Trail-Building Toolbox to the web. This new feature is designed as a comprehensive resource center to t the needs of all involved in trail development, from first-time citizen advocates to more experienced planners and trail managers. Content will be continuously enhanced; new topics will be added and expanded upon over the next year. FY 2007 Grants Announced!
On December 6, 2007, the Federal Highway Administration announced awards under the National Scenic Byways Program for fiscal year 2007 as authorized in Section 1101(a)(12) of the SAFETEA-LU. A list of the 276 projects in 41 States that have been selected and the amounts funded for each project are available at www.bywaysonline.org/news/2007/549.

Forest Service Surface Transportation Guide
The USDAs Forest Service produced "Federal Surface Transportation Programs and Transportation Planning for Federal Land Management Agencies-A Guidebook" [See www.fs.fed.us/eng/php/library_card.php?p_ num=0777%201814P.] The guidebook is designed to assist Federal land managers, staff, and partners in developing relationships and maximizing participation in Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) surface transportation programs. NCHRP 8-36(63) -Making the North American Industry Classification System (NAICS) Work for Transportation. Census data historically was reported using the Standard Industrial Classification (SIC) System but in 1997 the North American Industrial Classification System (NAICS) was introduced. Using ACS Data in Transportation Planning Applications: A Peer Exchange - A report summarizing this Exchange was published August 2007 and can be found at http://statewideplanning. org/_resources/89_ACS_TPCB%20Peer%20Report_ Final.pdf This report summarizes the presentations and discussions at a Peer Exchange held through the FHWA/FTA Transportation Planning Capacity Building (TPCB) Program. Attendees were from AASHTO, State departments of transportation, metropolitan planning organizations and councils of government, universities, the U.S. Census Bureau, the U.S. Department of Transportation, and the private sector. Following the keynote addresses, issue-specific sessions were held in which multiple presenters gave short presentations and all participants joined in discussion. "Planning On the Web" Initiative
To help support the FHWA planning discipline and promote continuous professional development of FHWA planners, the Resource Center is offering a series of internal web based training seminars approximately eight times during FY08 through an initiative known as "Planning on the Web" (POW). The POW training sessions are for the FHWA staff and will generally be 90 minutes to 2 hours in length.

This new web-based training initiative (known as POW) is a response to requests from several Divisions for additional, short, focused training for FHWA staff on key planning topics. Organizers believe this format and approach will meet that need. In addition, new POW training series complements other efforts designed to promote dialogue and collaboration within the FHWA Planning discipline, such as the "Let´s Talk Planning" series which is designed to foster exchange amongst peers on different planning topics as well as offering an opportunity for critical and timely updates on planning topics from Headquarters.

The first sessions were "Modeling 101" (November) and "Performance Measures for Transportation Planning" (January). The POW Weimar series will be offered during the months of February, April, May, July and August in FY2008. They will generally be on the 3rd Monday of each month at 1pm Eastern. Below are topics for subsequent months:

February 25: Transportation Data 101 for Field Planners
April 21: Public Private Partnerships
May 19: Public Participations Plans/Public Involvement

If you cannot attend the POW session for a particular month, the presentations and other information resources are available on the RC internal website as well as the Planning CoP. Preregistation email for each session will be sent to the FHWA Field Planners email group approximately 3 weeks before each session.

We hope to "see" you at the next session and to hear your feedback on the session as well as future POW topics. If you have a topic that you think would be valuable to offer as a POW web based training seminar, please let Lisa Randall, Rob Ritter or any member of the RC Planning team know.

2008 Division Planner´s Meeting
The next FHWA/FTA Planners Seminar has been scheduled for the week of July 21, 2008 at the Washington Plaza Hotel, 10 Thomas Circle in Washington, DC. The hotel is within walking distance of the McPherson Metro Station with access to the Blue and Orange lines.

The Seminar is expected to officially start on the afternoon of Tuesday, July 22, 2008, and adjourn by noon on Friday, July 25. The Seminar may be preceded by an optional FHWA meeting or workshop on the morning of Tuesday, July 22.

A block of rooms is available at the Washington Plaza Hotel at the government rate of $154 per night, plus tax. Please make your reservations by June 18, 2008 to guarantee a government rate room. The Chicago Metropolitan Ofce is one of four FHWA/ FTA Metropolitan Offices. It brings together FTA Region V and the FHWA Illinois Division Office for close coordination with the Chicago Metropolitan Agency for Planning (CMAP) and other transportation customers in the Chicago Metropolitan Area. Norman Stoner is the Division Administrator for the FHWA Illinois Division Office. The FTA Region 5 Office.´s Regional Administrator is Marisol Simon. FTA Region 5 Office.´s Region Planning and Program Development Staff includes: Vanessa Adams, Reggie Arkell, Linda Glover, Latonya Mickens, Andy Minyo, Stewart McKenzie, Angelica Salgado, Joyce Taylor and David Werner. Bill Wheeler serves as Director of Planning of the Office. The Regional Office. handles the states of Indiana, Illinois, Michigan, Minnesota, Ohio and Wisconsin.


The Metro Office. Planning Team consists of Vanessa Adams, FTA Community Planner, and Chris DiPalma, FHWA Metropolitan Planning Engineer. Their proximaity to CMAP, the Environmental Protection Agency (EPA) and other customers and partners enhances service through improved communication. Face to face, informal meetings are the norm and serve to maintain and build relationships and streamline the process because issues can be discussed effciently and effectively as they arise.

Chris DiPalma began his career with FHWA on the Professional Development Program (PDP) in 2001. After completing the PDP, Chris worked as a transportation engineer and planner in the Massachusetts Division. Chris has served as the transportation planner and air quality specialist in the Chicago Metro Office. since 2005. Chris works closely with Chris Byars the FHWA transportation engineer for Cook County and Chicago.

Chicago has always been known as a central hub; the vast majority of the nation´s rail freight movement goes through the region. The Chicago Region Environmental and Transportation Effciency program (CREATE) is a first-of-its-kind partnership between the Federal Government, State of Illinois, City of Chicago, Metra commuter railroad and the nation´s class I freight railroads www.createprogram.org/. The region is working to modernize freight movement to eliminate bottlenecks.

The FTA Region 5 Staff played a critical role in the recent Full Funding Grant Agreement approval for the Northstar Corridor in Minneapolis. The project is an approximately 40.1-mile, ve station, double-track commuter rail line from Big Lake, Minnesota to downtown Minneapolis. The project also consists of a light rail (LRT) extension of four blocks of the Hiawatha LRT in downtown Minneapolis to an intermodal station with the commuter rail line. Planning staff have developed a training session to assist grantees with the processing of their grant application In addition, staff is working with the FHWA and CMAP on Congestion Mitigation and Air Quality. There are four FHWA/FTA Metro Offices; Chicago, New York, Los Angeles, and Philadelphia.
