Meeting of thePrestressed Concrete Committee for Economic Fabrication (PCEF)

Attached for your information is a copy of the attendance list and minutes for the subject meeting, held on October 28, 2004 at the Quality Inn, Pottsville, Pennsylvania. Also attached are copies of the updated full committee and subcommittee membership lists for your review. Individuals wishing to add or delete names from any of the lists are asked to notify our office as soon as possible.

First, we extend our sincere appreciation to Mr. Troy Jenkins and the rest of the staff at Schuylkill Products, Inc. for arranging and conducting a very informative morning tour of their plant in Cressona, Pennsylvania. The tour took place on the morning of October 28th, preceding the PCEF meeting. We wish to thank Messrs. Serge Ter-Arakelov and Paul Ingram of the Pennsylvania Department of Transportation, and Mr. Robert Burk of Site-Blauvelt Engineering, for their outstanding job of taking notes at the meeting and completing the minutes.

Minutes, lists and all other attachments referenced in the minutes are available for immediate viewing and downloading at the following File Transfer Protocol (FTP) site: ftp://FHWA-ERC@fhwaftp.fhwa.dot.gov/ERC/. The User ID for that site is FHWA-ERC and the password is fhwa-erc. Once you are in, click on the folder labeled LouTPCEF to view all of the files. The files will be available at this site for the next month. After that time (approximately December 26, 2004) the files will be posted at the address: www.fhwa.dot.gov/resourcecenter/, clicking on the “Structures Technical Service Team” button, then the “High Performance Materials” button, and finally the link to the PCEF meeting minutes.

Hard copies of materials will be mailed or faxed to appropriate individuals with a ** designation who do not have an electronic mailing address. Individuals receiving the materials either by hard copy or electronically are asked to distribute them in a timely manner to others in their office on the mailing list.
Our appreciation is also extended to the Subcommittee chairmen, to the presenters, and to all attendees for their active participation in the meeting. We ask that all members review the minutes, and, in particular, the highlighted action items noted in bold letters, and to take action as appropriate. At our next meeting in February, we will again request status reports from each chairman.

Once again, we thank the membership and their management for the support of the Committee’s activities. Our next meeting is scheduled for Monday, February 7, 2005, from 1 pm to 5 pm, at the Clarion Hotel in Carlisle, Pennsylvania. The meeting will be held prior to the annual Mid-Atlantic States Quality Assurance Workshop, at the same location. Attendees may log on to www.midatlanticqaw.com for details about hotel accommodations and workshop registration. Please feel free to submit any agenda topics to our office by January 7, 2005. We are soliciting a volunteer to make a presentation related to a HPC project, a self-consolidating concrete project, a PCEF bulb-T project, or any combination of the three.
