Attached for your information is a copy of the attendance list and minutes from the subject meeting, held on October 27, 2004, at the Hilton Hotel in Harrisburg, Pennsylvania. Also attached are copies of the full SCEF membership address list and subcommittee membership lists for your review. Anyone wishing to add or delete names from any of the lists is asked to notify our office as soon as possible.

We wish to thank Mr. Robert Horwhat of the Pennsylvania Department of Transportation for his outstanding job of taking notes at the meeting and completing the minutes in a very timely manner. Minutes, lists and all other attachments referenced in the minutes are available for immediate viewing and downloading at the following File Transfer Protocol (FTP) site: ftp://FHWA-ERC@fhwaftp.fhwa.dot.gov/ERC. The User ID for that site is FHWA-ERC and the password is fhwa-erc. Once you are in, click on the folder labeled LouTSCEF to view all the files. The files will be available at this site for the next month. After that time (approximately December 23, 2004) the files will be posted on the FHWA Resource Center’s High Performance Materials website. This can be linked through the “Structures Team” button, and will be found under “SCEF Committee Meetings.”

Those members without an Internet address who have an “**” next to their name will receive either a fax or hard copy mailing of the materials. All recipients of these materials are requested to make the information available as soon as possible to other non-Internet members on the SCEF list.

If there are any problems with viewing/downloading the documents at the FTP site, or with receiving copies by other means, please notify Mr. Melvin Harris at (410) 962-2773. Members are requested to review the copies of Subcommittee listings and consider participation as appropriate.

We ask that all members review the minutes and, in particular, the highlighted material in bold letters, and to take action as appropriate. At our next meeting in February, we will again request subcommittee updates, including voting on appropriate ballot items and review comments on AASHTO/NSBA Steel Bridge Collaboration documents.

For those who are unaware of this news, we sadly report the untimely passing of Dr. Robert Dexter of the University of Minnesota. His expertise and research in the areas of fatigue-prone steel details and brittle fracture, particularly with supports for overhead signs, light poles and traffic signals, will be sorely missed.

Once again, we thank the membership and their management for the support of this Committee’s activities. Our next meeting is scheduled for Tuesday, February 8, 2005, from 8 am to noon, at the Clarion Hotel in Carlisle, Pennsylvania. The meeting will be held prior to the annual Mid-Atlantic States Quality Assurance Workshop, at the same location. Attendees may log on to www.midatlanticqaw.com for details about hotel accommodations and workshop registration. The SCEF Structural Coatings Subcommittee will meet in the afternoon of February 8th, at the same location. Please feel free to submit agenda items for either meeting by January 7, 2005.
