(Ohio) ODOT took the lead on developing draft PHED targets for the Cleveland urbanized area by analyzing actual PHED performance data for the five most recent calendar years (2016-2020), as well as the 5 year average performance over the period. This data was gathered from the NPMRDS database, and is based upon INRIX travel time data. The Cleveland region's PHED fluctuated significantly over the period, ranging from 3.5 hours (during the 2020 pandemic) to as high as 12.2 hours. ODOT suggested removing the 2020 outlier from the dataset, and then establishing 2 and 4-year targets based on an approximation of the remaining 4-years' average. ODOT's suggested 2 and 4-year PHED targets of 8.0. Acknowledging the prerogative of the MPO to either adopt ODOT's recommended PHED target, or to set its own regional targets, the NOACA Policy Board ultimately approved much higher targets of 21.0 hours of delay. ODOT will defer to the NOACA Board to set the targets that it feels are most appropriate for their region.

(Ohio) ODOT and NOACA worked in coordination to analyze actual non-SOV performance data for the five most recent calendar years (2016-2020), as well as the 5 year average performance over the period. This data was gathered from the American Community Survey's "Commuting to Work" data. The Cleveland region's non-SOV travel fluctuated slightly over the period, averaging approximately 18.1% annually. All partners felt that a non-SOV travel target of 18.5% for the 2-year period, and a 19.0% target for the 4-year period, were reasonable based on this analysis.
