(Ohio) ODOT and MORPC worked in coordination to analyze actual PHED performance data for the five most recent calendar years (2016-2020), as well as the 5 year average performance over the period. This data was gathered from the NPMRDS database, and is based upon INRIX travel time data. The Columbus region's PHED varied significantly over the period, ranging from a low of 3.1 hours in 2020 (due to pandemic-related traffic reductions) to a high of 10.9 hours. Since there was so much fluctuation in the year-to-year PHED performance, it was first determined to eliminate 2020 data from the analysis, due to it being an outlier year that artificially brought down the average. Next, it was determined that the remaining 4-years' average was a good basis for establishing the new 2 and 4-year targets. All partners felt that 10.0 was a good target to set for the 2 and 4-year periods, expecting that significant projects planned for the bottlenecks that exist in this region will decrease the delay over the performance period.

(Ohio) ODOT and MORPC worked in coordination to analyze actual non-SOV performance data for the five most recent calendar years (2016-2020), as well as the 5 year average performance over the period. This data was gathered from the American Community Survey's "Commuting to Work" data. The Columbus region's non-SOV travel fluctuated slightly over the period, averaging approximately 18.2% annually. All partners felt that a non-SOV travel target of 18.5% for the 2-year period, and a 19.0% target for the 4-year period, were reasonable based on this analysis.
