The Memphis, TN--MS--AR Urbanized Area covers parts of Arkansas, Mississippi, and Tennessee. Targets are agreed upon by several transportation agencies and apply to the entire area.

    (Arkansas) For the PHED target, data from the NPMRDS was the primary source used to inform target setting based on recent trends. These targets were set using the highest monthly value observed for calendar year 2021 (0.8 hours). The 9.6 annual target was based on this monthly value multiplied by 12 (months). Between the three states, there are 13 projects identified to begin construction during the performance period. While most of these are expected to improve PHED in the future, it is likely that PHED will increase while construction is underway. These projects, their construction timelines, and expected completion dates were considered during the target setting process. ARDOT administration approved a 2-year target of 9.6 and a 4-year target of 9.6 for the 2022-2025 target setting performance cycle. ARDOT plans to work with the agencies responsible for setting targets to re-evaluate the 4-year target at the midpoint to assess whether travel patterns have stabilized and target adjustments should be made.

    (Mississippi) The Tri-State Working Group (comprised of Memphis MPO, West Memphis MPO, Arkansas DOT, Mississippi DOT, and Tennessee DOT) utilized the NPMRDS to analyze available data to establish the 2-year and 4-year targets taking into consideration ongoing and upcoming major construction projects in Arkansas, Mississippi, and Tennessee areas that could impact delays on the Memphis UZA roadway network.

    (Tennessee) For the PHED target, data from the National Performance Management Research Data Set (NPMRDS) was the primary source used to inform target setting based on recent trends. These targets were set using the highest monthly value observed for calendar year 2021 (0.8 hours). The 9.6 annual target was based on this monthly value multiplied by 12 (months).     (Arkansas) These targets were set using the 5-year average performance taken from the American Community Survey from 2015-2019. These years showed a declining trend in Non-SOV travel from 16.5% in 2015 to 15.9% in 2019. Data from 2020 was not included because performance was atypical due to the COVID-19 pandemic impacts on travel mode and working from home. Factors considered by the working group included continued work from home opportunities as well as rising gas prices. Additionally, Memphis anticipates resuming service to West Memphis beginning at the end of 2022 or early 2023. This service will improve connectivity between the community of West Memphis and the City of Memphis, TN. Data related to bike-ped counts, rideshare and MATA ridership were reviewed to provide additional context to the target setting environment.

    (Mississippi) The Tri-State Working Group (comprised of Memphis MPO, West Memphis MPO, Arkansas DOT, Mississippi DOT, and Tennessee DOT) utilized the American Community Survey to analyze the historical census data on commuting to work 5 year estimates from 2015 to 2020 to establish the 2-year and 4-year targets.

    (Tennessee) These targets were set using the 5-year average (2015-2019) of the American Community Survey (5-Year Estimate) for Non-SOV travel for the Memphis urbanized area. These years showed a declining trend in Non-SOV travel from 16.5% in 2015 to 15.9% in 2019. Data from 2020 was not included because performance was atypical due to the COVID-19 pandemic impacts on travel mode and working from home.
