    (Washington) PSRC and WSDOT employed the Texas Transportation Institute methodology for setting PHED target as it was independent of the COVID data. This methodology suggests to hold the 4-yr target from the first four-year cycle (2018-2021) the same for second four-year cycle (2022-2025) 2- & 4-year targets. Involved agencies will re-evaluate the targets during the 2023 mid performance period to adjust the 4-yr target.

    (Washington) PSRC and WSDOT used the historical trend data from the ACS for the target-setting process regarding the percent of Non-SOV travel. The target-setting method has considered only the pre-COVID data (2017-2019 trend) as the COVID data (2020-2021 trend) was unavailable. The compound annual growth rate from the 2017-2019 period was applied to the 2021 baseline data to forecast future performance and set the 2-year and 4-year targets.
