Discretionary Bridge Program (DBP)
Description -- Section
1109 of the Transportation Equity Act for the 21st Century (TEA-21) reauthorized the Highway Bridge Replacement and Rehabilitation Program (HBRRP). The HBRRP includes a Discretionary Bridge Program (DBP) component that is for the replacement or rehabilitation of high-cost highway bridges and for the seismic retrofit of highway bridges. The DBP was initiated under Section 124 of the Surface Transportation Assistance Act of 1978. To be eligible for funding under the DBP, the project has to be for the replacement or rehabilitation of a deficient bridge that is located on a Federal-aid highway and has an estimated cost of more than $10 million, or a cost that is twice the amount of HBRRP funds apportioned to the State in which the bridge is located. Projects for the seismic retrofit of non-deficient highway bridges are also eligible. Projects selected for funding under this program are funded at an 80 percent Federal share and are subject to obligation limitation.
Funds Available -- TEA-21 authorizes $25 million for FY 1998 and $100 million in each of FYs 1999 through 2003. The FY 1998 funds were authorized for the seismic retrofit of the Golden Gate Bridge in San Francisco, California. Of the $100 million authorized for the other FYs, up to a total of $25 million each year is to be available only for projects for the seismic retrofit of bridges.
How to Apply -- Each year on March 15, the FHWA solicites candidates from the States. The March DBP memorandum contains all necessary information and procedures on the DBP, and describes how to apply for funding.
