1921 At the 18th Annual Convention of ARBA at the Coliseum in Chicago, IL, Chief Thomas MacDonald discusses "Our National Highway Problems." He says, "Let us not hope or expect ever to find the final solution for all highway problems, for they will continue on to the end of the chapter, yet they will not be the same; or, at least, if fundamentally the same, will appear in different guises and with many modifications."
