- With the exception of the set-aside amounts for Alaska, New Jersey and Washington for the NHS the funding for all these projects was designated by Congress in the conference report (House Report 108-10) accompanying the FY 2003 Omnibus Appropriations Act (Public Law 108-7). The amounts are reduced because of the 0.65% rescission in Section 601 of Division N of Public Law 108-7. All projects were subsequently declared eligible for FBD funding by Congress in Section 2706(a) of the 2003 Wartime Supplemental Appropriations Act (Public Law 108-11).
- These set-aside amounts for Alaska, New Jersey, and Washington are required under the provisions of Section 1207(b)(3) of TEA-21. The amounts were reduced because of the 0.65% rescission in Section 601 of Division N of Public Law 108-7.
