Highway Construction Training Program Grant Funding Opportunity

The Federal Highway Administration (FHWA) announced a new grant program to fund existing Highway Construction Workforce Partnerships (HCWP) and establish new programs that will identify, train, place, and retain individuals into highway construction jobs. Grant funds, totaling $4.2 million, will be available through the Highway Construction Training Program (HCTP). With revisions to the Bipartisan Infrastructure Law (BIL), State departments of transportation (DOTs) and educational institutions are eligible for grants. Previously, only institutions of higher education were eligible to receive grant funds. Each grant recipient is limited by statute to receive a maximum of $300,000.

The HCTP grants used to support four regional transportation workforce centers. The grants have been redirected to prioritize highway construction workforce development, with a pressing need to address the highway worker shortage and the significant increase in infrastructure investment in BIL. The grant funds will support State and local working groups to include FHWA Divisions, State DOTs, industry associations, and educational organizations to identify, train, place, and retain individuals into rewarding careers in highway construction. With the introduction of the Strategic Workforce Development Initiative (SWD) under Every Day Counts-7, 43 States have embraced SWD as part of their programs. The HCTP grants are intended to supplement existing SWD program activities and augment efforts to establish new programs.
