Sketch-Planning Analysis Spreadsheet Model (SPASM)

The Sketch Planning Analysis Spreadsheet Model (SPASM) is a tool for multi-modal corridor analysis and evaluation. It is implemented in both EXCEL and LOTUS 123. It incorporates easy-to-use techniques developed for FHWA*s NHI training course No.15257 *Estimating the Impacts of Urban Transportation Alternatives*. SPASM focuses on sketch planning "screening" level analysis, for situations where running travel demand models to get output for use in STEAM is not possible or requires too much effort for the type of evaluation needed. It provides useful first cut estimates of annualized public capital and operating costs, other costs, system user costs and benefits, air quality and energy impacts, other external costs, and cost-effectiveness measures.
