MAP-21 Implementation Schedule

In this section we have laid out the overall general schedule for rule making. Section 1203 of the MAP-21 stipulates USDOT to promulgate performance measures in the areas of the National Highway Performance Program (NHPP), Highway Safety Improvement Program (HSIP), the Congestion Mitigation and Air Quality Improvement Program (CMAQ), and the National Freight Movement (Freight) within 18 months after the date of enactment of the MAP-21. Additionally, this section also stipulated twelve performance measure categories for carrying out the NHPP, HSIP, CMAQ, and Freight. Because the maturity level of each performance measure varies greatly among legislated measure categories, the readiness for rulemaking differs considerably among the categories. This chart describes the twelve measure categories, classified into three groups (Status I through III) depending on the readiness of each performance measure. Status I recommended measures are complete and its elements are in place to issue NPRM, Status II measures have a recommended measure but additional work is needed to develop supporting elements needed for NPRM, and Status III measure indicated that a measure still being considered.

We will establish one effective date for all measures - Approximately Spring 2015

This is a three column graphic showing the implementation schedule for performance management. First column is for Readiness status 1, Safety Measure Areas addressing serious injuries per VMT, fatalities per VMT, number of Serious injuries, and number of fatalities. It shows with non-specific dates that consultation/NPRM occurring between quarter 4 of calendar year 2012 through quarter 3 of calendar year 2013 with comment period during quarter 4 of 2013, final rule then being developed during calendar year 2014. Second column is readiness status 2 showing pavement/Bridge measure areas addressing pavement condition on the interstate, pavement condition on non-interstate NHS, and bridge condition on NHS. It shows consultation/NPRM occurring between quarter 4 of calendar year 2012 through quarter 4 of calendar year 2013 with comment period during quarter 1 of 2014, final rule then being developed during quarter 2 of calendar year 2014 and quarter 1 of 2015.  Third, column is readiness status 3 showing other measure areas addressing traffic congestion, On-road mobile source emissions, freight movement, performance of interstate system, performance of non-interstate NHS. It shows consultation/NPRM occurring between quarter 4 of calendar year 2012 through calendar year 2013 with comment period between quarter 1 and 2 of 2014, final rule then being developed during quarter 3 of calendar year 2014 and quarter 1 of 2015. The graphic shows that there is a single effective date for all Measure Areas.
