Tribal Transportation Program

Tim Penney is theTribal Transportation Coordinator for FHWA in the Office of Policy and Governmental Affairs. He works with FHWA Headquarters and field offices on all issues related to tribal transportation. He also works with State DOTs and Indian tribal governments to coordinate transportation programs and projects.

Indian Reservation Roads Program

Bob Sparrow oversees the team that is responsible for FHWA's delivery of the Indian Reservation Roads Program (IRR). This involves working closely with the Bureau of Indian Affairs and their Division of Transportation to ensure that the Program is carried out in accordance with SAFETEA-LU and other Federal regulations. He is also responsible for the efforts involved with those Tribes that have opted to work directly with FHWA for receiving their respective share of the IRR Program funds.

Tribal Transportation Planning

Kenneth Petty is a member of the FHWA, Office of Planning, Transportation Planning Capacity Building Team located in Washington, DC. He has responsibilities for Tribal Transportation Planning, the Administration of FHWA Planning and Research Grants; the Transportation Planning Capacity Building Program; the Transportation, Community, and System Preservation Program, Consolidated Planning Grants, Flexible Funding, and Asset Management.

Lorrie Lau is a member of the Office of Planning, Planning Oversight & Stewardship Team. She has responsibilities for the statewide and metropolitan planning requirements that are required in 23 U.S.C. 134 and 135 (SAFETEA-LU, Section 6001), with special emphasis in grant management, safety transportation planning, and tribal transportation planning. Although she is part of the HQ planning team, Lorrie is located in San Francisco and is available during the core business hours (Pacific Time).
