Section 5204(e) of SAFETEA-LU provided discretionary authority for the states to use funds from five primary core programs to support training, education, and workforce development (STP, NHS, Bridge, IM, CMAQ). Compared to TEA-21, the SAFETEA-LU language significantly expanded the scope and type of activity that can be supported by core program funds.
We understand that this provision is even more important now as states are facing severe budget constraints. For the immediate future, we would like to use the issuance of Professional Development Hours (PDH) or Continuing Education Units (CEU) as a determining factor for 5204(e) eligibility. Any activity that issues PDH/CEU credits can be considered as eligible for support by the 5204(e) core program funds. Additionally, I have asked Clark Martin from my staff to lead a multi-office effort to develop more detailed guidance that will assist you in determining eligible workforce and professional development activities.
