In December 2008, USDOT and EPA issued "Guidance for the Use of Latest Planning Assumptions in Transportation Conformity Determinations, Revision to the January 18, 2001 guidance memorandum" (HTML) or (PDF version 346Kb). This guidance supersedes the January 18, 2001 guidance memorandum to address changes in the July 1, 2004 conformity rule.
