We posted a website for the 2007 State Trail Administrators Meeting, to be held in Stateline NV on September 18-20, 2007. See the Draft Agenda and information on Hotel Registration at www.fhwa.dot.gov/environment/recreational_trails/events/stam_2007/. Our hosts are California State Parks and Nevada State Parks. They developed mobile workshop training opportunities to see on-the-ground trail design, construction, and maintenance. RTP and TE Program Review: Looking for Examples
We received requests from FHWA Division offices for examples of RTP or TE Program Reviews. We can post program reviews at program reviews at www.fhwa.dot.gov/environment/recreational_trails/guidance/state_practices, and www.fhwa.dot.gov/environment/transportation_enhancements/. If your Division has an RTP or TE Program Review, and if you and your State agree to allow the program review to be posted on a website, please provide a copy of the review(s) to jonathan.leclere@dot.gov. So far, we have posted Kansas.
Transportation-Environmental Grant Application Available - Due June 22, 2007
The Integrating Transportation and Resource Planning to Develop Ecosystem Based Infrastructure Projects grant solicitation is open. This grant solicitation is a cooperative effort of the Federal Highway Administration Offices of Natural & Human Environment, Planning, and Project Development & Environmental Review.
Grant Schedule: The grant application was posted today on www.grants.gov. The formal Request For Applications (RFA) package is now available "How to Apply". Applications must be submitted via grants.gov by Friday, June 22, 2007 by 5 pm EST. All applicants will be notified later this summer as to their award status.
Grant Objectives: Funded pilot projects will establish or assist in the efforts to conduct an integrated planning effort and develop ecosystem-based approaches for transportation projects as outlined in Eco-Logical: an Ecosystem Approach to Developing Infrastructure Projects. This grant solicitation supports the new planning provisions and environmental review process as described in SAFETEA-LU, Executive Order 13274: Environmental Stewardship and Transportation Infrastructure Project Reviews, the new planning regulations, and the FHWA Stewardship and Streamlining Vital Few Goals. To learn more about these measures, please review the Background section and Appendix A of the RFA.
Who Can Apply: All levels of government, Tribal agencies, nonprofits, colleges/universities, and private entities are eligible to apply.
Matching and Funding: A fifty (50) percent match is required for most contracting agreements. In-kind matches are acceptable.
At least $1,050,000 has been made available for these grants. FHWA anticipates making multiple awards, generally in the form of cooperative agreements. Awards to Federal agencies will be in the form of Interagency Agreements.
Evaluation Criteria: Applications will be evaluated based on: the project's link to transportation, the ecosystem approach (geographic boundaries defined by the ecosystem rather than jurisdictional boundaries), the ability to partner and leverage funding and resources, the ecological and community benefits, the potential for institutionalizing the project, and project performance measures. Applicants will need a DUNS # from Dun and Bradstreet and to be registered with the Central Contractor Registry (CCR).
