This figure provides an example of self-assessment score card for engaging the private sector in freight planning. The example has three sections and a total of 21 Yes/No questions. The first section reads, “the agency routinely engages the following private sector stakeholder's groups in the transportation planning process”, and gives nine Yes/No items, which are: 1. shippers and receivers; 2. trucking companies; 3. railroads; 4. ports and water carriers; 5. airports and air cargo carriers; 6. supply chain management firms/freight forwarders (3PLs); 7. chambers of commerce/industry trade associations; 8. academia; and, 9. other, which has a write-in box of its own. The second section reads, “the agency actively engages the private sector freight community to:”, and gives six Yes/No items, which are: 10. exchange information; 11. request information about business activities; 12. request information about business transportation needs; 13. seek input to transportation projects; 14. seek input to project rankings/priorities for planning; and, 15. other, which has a write-in box of its own. The third section reads, “does the agency's current means of engaging the private sector:”, and gives six Yes/No items, which are: 16. increase planners' understanding of business transportation needs?; 17. provide meaningful input to the development of long range plans?; 18. provide useful information for analysis (traffic modeling, modal forecasts, etc.)?; 19. provide direction on project priorities and selection?; 20. provide input and answers to questions from key decision-makers?; and, 21. other, which has a write-in box of its own. At the bottom, a self-assessment score (i.e., the number of Yes responses) can be noted in another write-in box. Sample score card rankings are provided as follows: 16~21 = excellent; 11~15 = very good; 6~10 = good; and, 0~5 = need improvement.
