  In this Act, the following definitions apply:  
            (1) Interstate system.--The term ``Interstate System'' has   
        the meaning such term has under section 101 of title 23, United   
        States Code.  
            (2) Secretary.--The term ``Secretary'' means the Secretary   
        of Transportation.
