Data Crosswalk for “Over” Records and “Under” Records

The Data Crosswalk is a detailed mapping of the relationship between the Coding Guide (CG) data items and the data items described in the Specifications for the National Bridge Inventory (SNBI). It establishes the rules for data transition, defines temporary codes to be used only during the transition period, and defines data tags to be used for SNBI-based data submittals. General Notes Regarding Transition of Data:

  1. Certain assumptions must be made in transitioning data from a Coding Guide-based dataset to a SNBI-based dataset. Because the Coding Guide does not identify situations where there are multiple instances of a certain type of feature (highway, railroad, etc.) carried on or below the bridge, we must assume for the purposes of transition that there is a single instance. Likewise, we must assume only one route per highway, only one main span set and one approach span set. These assumptions will be correct in many cases, but the data should be adjusted after transition for bridges where these assumptions do not apply.
  2. All "over" bridge records that carry a highway (Item 42a = 1, 4, 5, 6, 7, or 8) and which are NBIS bridge length (Item 112 = Y), are transitioned, regardless of bridge length.
  3. "Under" record tables are used only when a corresponding "over" record is transitioned. "Under" records without a corresponding transitioned "over" record are not transitioned.
  4. Values not noted result in a null value.
  5. The phrase "See table," in the Notes to Developer column refers to the tables for each item in the "Detailed Code Mapping for Individual Data Items" webpage, coming in August 2022.
  6. A "clean" transition indicates that all Coding Guide codes transition into a permanent SNBI code. These items should be verified in accordance with the established timeline to ensure that the transitioned data are correct.
  7. A "partial" transition may indicate that some Coding Guide codes do not transition into a permanent SNBI code, but may transition into a temporary code. It may also indicate that a significant assmption was made in the transition rules. All temporary codes should be updated to permanent codes, all transitioned codes should be verified, and all items that did not populate should be populated, in accordance with the established timeline.
  8. A data item that indicates "no" to a clean transition cannot be populated using Coding Guide data and must be populated in accordance with the established timeline.
  9. When transitioning "under" records, if Item 5a = 2, this indicates that there is only one "under" record. If Item 5a = A, this indicates that there are multiple "under" records. The "2" record or the "A" record is the primary "under" record. However, it is possible that the "under" records are miscoded, and there is both a "2" record and an "A" record. In this case, assume the "2" record is the primary "under" record. The primary "under" record is designated as the H02 feature. This is the same H02 feature designated by the "over" record for the bridge. All other "under" records are secondary and should create additional highway feature records, numbered sequentially (H03, H04, etc.). The Route designation associated with each highway feature is always R01.
