| 1920 | Commissioner P. P. Claxton of the Bureau of Education, Department of the Interior, convenes a committee to assess the need for college-educated men able to cope with the many problems of highway and highway transportation engineering. T. Warren Allen and A. T. Goldbeck represent BPR. On May 14, 1920, Claxton will convene the first Conference on Highway Engineering and Highway Transport Education, telling participants they are responsible for "determining and stating as clearly as possible the needs and the qualifications for trained men" for highway development. Chief Thomas MacDonald addresses the conference on "The Widening Field for Engineers in Highway Improvement and Their Training for the Field."
