Section 1402 of the Fixing America’s Surface Transportation (FAST) Act requires a semi-annual report on the status of Federal-aid highway funds, with reports produced for mid-year and year-end of each fiscal year. This requirement is codified in section 104(g)(3)(A) of title 23, United States Code.
In general, some information on old programs or none current programs are no longer included on this report. Highway Infrasturcture Program funds included under Title VIII of division J of the Infrastructure Investment and Jobs Act (Bipartisan Infrastructure Law), Public Law 117-58 and Appropriation Acts have been added to make the report more useful and provide additional transparency.
The attached report has been developed from data in the Federal Highway Administration’s Fiscal Management Information System (FMIS) and includes multiple tables. A description of the data in each of the tables is contained below in the Summary of Tables. Where necessary, individual tables may contain data legends to aid in the reading of the data.
Summary of Tables
Table 1 Obligations by State during the fiscal year of Federal-Aid Higway Program and Highway Infrastructure Program (HIP) funds.
Table 2 Unobligated balances available to each State of Federal-Aid Higway Program and Highway Infrastructure Program (HIP) funds.
Table 3 Provides changes in the obligated, unexpended balance for each State, year-to-date, during the current fiscal year of all Federal Highway Program funds.
Table 3A Provides changes in the obligated, unexpended balance for each State, year-to-date, during the current fiscal year of Highway Infrastructure Program funds.
Table 4 Unobligated balances of funds available for expenditure at the discretion of the Secretary of Transportation.
Table 5 Provides the rates of obligation of funds apportioned or set aside from apportioned programs. The data are provided for each State and geographic area, including urbanized and rural areas, according to the following:

- Table 5E provides FY 2023 (YEAR-END) obligations by State, improvement type, and population for Highway Infrastructure Programs.
- Table 5F provides FY 2023 (YEAR-END) obligations of National Highway Performance Program funds by State, program funding subcategory, and population.
- Table 5G provides FY 2023 (YEAR-END) obligations of Congestion Mitigation and Air Quality Improvement Program funds by State, program funding subcategory, and population.
