Semi-Annual Status of Federal-aid Highway Funds Report
Section 1402 of the Fixing America’s Surface Transportation (FAST) Act requires and codifies in 23 U.S.C. 104(g)(3)(A) a semi-annual Status of Federal-aid Highway Funds Report. This report contains various funding data for apportioned and allocated programs such as obligations, unobligated balances, expenditures, and transfers among apportioned programs.
Annual Project-Level Report
Section 1402 of the FAST Act requires and codifies in 23 USC 104(g)(3)(B) a new annual report to capture various detailed project-level data for projects with a total estimated cost of more than $25 million. The report captures data elements for each project such as location of the project, estimated total cost of the project, Federal funding obligated, programs from which the Federal funds have been obligated, and improvement types. This report replaces reporting previously required under section 1503 of the Moving Ahead for Progress in the 21st Century (MAP-21) Act, which was repealed by the FAST Act.
Previous Reports by Fiscal Year
For FYs 2004 to FY 2012, 23 U.S.C. 104(j) required the Secretary of Transportation to submit a report on the obligated and unobligated balances of funds to Congress each fiscal year. For FYs 2013 to 2015, the Moving Ahead For Progress in the 21st Century (MAP-21) Act, continued this reporting requirement, but it was codified in 23 U.S.C. 104(g).

For FYs 2013 to 2015, section 1503(c) of MAP-21 also required the Secretary of Transportation to post a report listing Federal-aid projects by state, to include obligations and expenditures.
