INTRODUCTION TO PROJECT LEVEL DATA PURSUANT TO 23 U.S.C. 104(g)(3)(B) WITH AN ESTIMATED TOTAL COST OF $25,000,000 OR MORE

This annual report provides project level data, pursuant to 23 U.S.C. 104(g)(3)(B), from the Federal Highway Administration’s (FHWA’s) Fiscal Management Information System (FMIS) for all projects meeting the following criteria:

What Information is Contained in this Report?

This report consists of two tables – a Summary Project Level Data Table and a Detailed Project Level Data Table. The Summary Project Level Data Table displays the Recipient (State), Project Number, Project Title, Total Obligations, and Estimated Total Cost for each project with an estimated total cost of $25,000,000 or more. The Detailed Project Level Data Table displays Recipient, Project Number, County, Population Range, Ownership, Program, Type of Improvement, Total Obligations, and Estimated Total Cost for each project. The total obligations and estimated total cost are shown by county, program, and improvement type; therefore, the Detailed Project Level Data Table may display more than one line per project.

How Do Users Read this Report?

The Summary Project Level Data Table and Detailed Project Level Data Table contain hyperlinks that allow users to navigate between them. Users can click on a project number in the Summary Project Level Data Table to be taken to the selected project’s details on the Detailed Project Level Data Table. Similarly, users can click on the project number on the Detailed Project Level Data Table to be taken to the project number on the Summary Project Level Data Table.

The chart below lists additional information to assist in reading this report.

Column Explanation
Project Number Unique identifier in FMIS for each project.
County County location for the project. If there are multiple locations related to project activities, the county can be identified as Statewide.
Population Range Projects in the report are designated as being in one of four population ranges based on the county in which the project is located: 1) Population Equal to or Greater than 200,000 Persons; 2) Population Equal to or Greater than 50,000 Persons and Less than 200,000 Persons; 3) Population Equal to or Greater than 5,000 Persons and Less than 50,000 Persons; and 4) Population Less than 5,000 Persons.
Population Range If a county is designated as Statewide on a project, then there is no applicable population range and this column will display the value “N/A”.
Population Range The population data is derived from 2010 US Census by county data https://www.census.gov/geographies/reference-files/time-series/geo/centers-population.html
Ownership The Ownership field is only required when the program is the Highway Safety Improvement Program or High  Risk Rural Roads, or when the type of improvement is Safety. When the ownership is not provided, this column will display the value “N/A”.

Type of Improvement FMIS Improvement Types indicate the nature of work on a project. The Improvement Type is selected by the Recipient when the project is authorized. Separate detail lines may be established to reflect multiple types of improvements for a single project. Some obsolete Improvement Types that are no longer in use may be listed in the report for older projects. Reconstruction Projects are listed as 4R-added capacity and 4R-no added capacity.
Type of Improvement Long Names for Improvement Types listed in the report:
Total Obligations This is the total Federal funding committed to the project for the Federal share of a project’s eligible costs.
Estimated Total Cost The sum of advanced construction, Federal funds, State funds, local funds, private funds, non-monetary funds, and other funds.

What are the Data Limitations Affecting this Report?

States can define a project in FMIS under one project number that authorizes multiple types of work. However, states have the option to use multiple project numbers to define each phase of work on a large project. FMIS does not have the ability to extract data based on multiple project numbers that may be related to the same overall project. Therefore, it is possible that some projects (with a combined estimated total cost of more than $25,000,000) to be excluded from this report.

Due to system constraints and state flexibility in defining projects, FHWA does not track total project cost data at the start or throughout the life of the project. Estimated total cost can change as a project progresses. Therefore, the report is based on estimated total cost data as of the end of the fiscal year for which the report is being prepared.

Information regarding the estimated cost of the project as of the start of construction, or the revised cost estimate based on a description of revisions to the scope of work or other factors affecting project cost other than cost overruns, is not available in FMIS and, therefore, is not being included in this report.

This report is limited to projects with an estimated total cost of $25,000,000 or more, as reporting data regarding projects with a total cost of less than $25,000,000 would not be practicable. This is consistent with the requirement in 23 U.S.C. 104(g)(3)(B).
