Transportation Conformity Self-directed Training

What is Transportation Conformity?

Transportation conformity is a way to ensure that Federal funding and approval goes to those transportation activities that are consistent with the air quality goals: to eliminate violations of health-based air quality standards, reduce the frequency and severity of such violations and reach attainment of clean air in a timely manner. The transportation conformity regulations detail implementation of the Clean Air Act requirements. At the Federal level, conformity determinations must be made by FHWA/FTA.

Purpose of this Training

This training was prepared to help transportation and air quality practitioners understand transportation conformity and how conformity requirements relate to transportation investments in their states. Specifically, this training addresses many aspects of the conformity regulations, such as the implications of conformity on transportation plans, transportation improvement programs (TIPs), and transportation projects and the major elements of and parties involved in the conformity process.

Where do I Begin?

This training was designed for maximum flexibility. You can review the training a variety of ways.

You may print the Web-based Training Checklist to track your progress. The checklist includes a list of all modules as well as the length of each module to assist you in scheduling your review time.

flowchart Plan/TIP conformity requiring a new regional emissions analysis Ensure timely implementation of SIP TCMs, fiscal constraint, etc. Conduct regional emissions analysis using latest planning assumptions and emissions model Are there adequate/approved SIP budgets? Use budget test Use interim emissions test(s) Is conformity test met? Meets all other requirements (e.g., public involvement) Complete plan/TIP conformity determination Revise Plan/TIP (or SIP budgets if applicable) Is project a non-exempt Federal project? Project-level conformity not-required Does the project come from a conforming plan and TIP? Is the project in a CO or PM area Is hot-spot analysis required? Add mitigation, etc. Perform hot-spot analysis Are hot-spot requirements met? Meet other project-level conformity requirements (e.g., compliance with control measures in PM areas) Complete project-level conformity determination
