Program Purpose
The BIL continues the Disadvantaged Business Enterprise Supportive Services program (DBE-SS) to develop, conduct, and administer training programs and assistance programs in connection with any program under title 23, United States Code, in order that minority businesses may achieve proficiency to compete, on an equal basis, for contracts and subcontracts.

Source of funding
- The DBE-SS program is funded by a set-aside not to exceed $10 million (for each of FY 22-26) from the funding that BIL authorizes for FHWA’s administrative expenses. The allocation is distributed by an administrative formula. [23 U.S.C. 104(a), 140(c)]
