Program Purpose
The BIL continues the On-the-Job Supportive Services (OJT/SS) program to increase the overall effectiveness of each State Department of Transportation’s approved OJT program in connection with Federal-aid highway construction projects and to seek other ways to increase the training opportunities for women, minorities, and disadvantaged individuals.

Funding Features

- Contract authority from the Highway Account of the Highway Trust Fund, subject to the overall Federal-aid obligation limitation.
- OJT/SS funds are available until expended and receive obligation limitation equal to contract authority. [23 U.S.C. 140(b)]
Source of funding
The OJT/SS program is funded by a set-aside not to exceed $10 million (for each of FY 2022-2026) from the funding that the BIL authorizes for FHWA’s administrative expenses. [23 U.S.C. 104(a)] In addition, States are authorized to use up to ½ of 1 percent of their apportioned funds under the Surface Transportation Block Grant Program at 23 U.S.C. 104(b) to carry out activities under 23 U.S.C. 140(b). [23 U.S.C. 140(b)]
Federal Share
- The Federal share is 100% for OJT/SS. [23 CFR 230.113(a)]
Program Features
The BIL makes no change to the manner in which FHWA is to administer the OJT/SS program.
