- PURPOSE. To issue revised pages to the Federal Highway Administration's portion of the Department of Transportation Organization Manual.
- EXPLANATION OF CHANGES. The Chief Counsel Service Business Unit's (SBU) mission and functions statement is revised as follows.
- The mission statement is updated to reflect that legal advice and services regarding motor carrier safety functions are provided to the Federal Motor Carrier Safety Administration in accordance with a Memorandum of Understanding.
- A functions statement is added, titled Border Crossings and International Activities, to reflect that legal advice is provided on all North American Free Trade Agreement (NAFTA) and border crossing activities, including issues relating to freight movement, and international agreements. Within the Chief Counsel SBU, the immediate office of the Chief Counsel has assumed overall responsibility for the implementation of NAFTA.
