  1. PURPOSE. To issue revised pages to the Federal Highway Administration's (FHWA) section of the Department of Transportation Organization Manual.

  2. EXPLANATION OF CHANGES. This change realigns functions within the Office of Policy and Governmental Affairs (HPL) by moving several functions between its Offices to better align with FHWA's new Strategic Goals, and to better balance the workload between the HPL offices. The changes are described below.

    1. Responsibility for strategic initiatives and performance planning has transferred from the Office of Legislative and Governmental Affairs, which is now titled as the Office of Legislative Affairs and Policy Communications, to the Office of Transportation Policy Studies. In addition, responsibility for national transportation policy studies involving the "Status of the Nation's Highways, Bridges, and Transit: Conditions and Performance Report to Congress" (C&P report), has transferred from the Office of Legislative Affairs and Policy Communications to the Office of Transportation Policy Studies. The future forecasting and long-term strategic work aligns with the long-range future planning studies function and consolidates all of HPL's personnel who support the National Policy Leadership Strategic Goal under one manager.

    2. Responsibility for the fuel tax evasion program has transferred from the Office of Transportation Policy Studies to the Office of Highway Policy Information.

    3. The FHWA and HPL organization charts, and the appropriate HPL offices' mission and functional statements, are revised to reflect these changes. In addition, minor editorial changes were made throughout the document.
