  1. PURPOSE. To issue a revision to the Federal Highway Administration's (FHWA) section of the U.S. Department of Transportation (DOT) Organization Manual.

  2. EXPLANATION OF CHANGES. This change reflects the organizational decision to enhance the effectiveness and efficiency of FHWA operations concerning our administration, legal, and financial programs. The Office of the Associate Administrator for Administration's (HAD) Office of Acquisition Management has been renamed and realigned with the Office of the Chief Financial Officer (HCF), consolidating the management of both formula and non-formula grants and contracts. HAD's Management Programs and Analysis Division has been combined with HCF's Office of Financial Management. This change integrates FHWA's internal controls and audit liaison functions. Also, the demands and complexities of managing FHWA's information technology programs, systems, and operations have increased significantly, which requires HAD to provide greater executive level management and oversight in this area. We are also formally documenting the abolishment of HAD's Office of Information and Management Services and changes to the remaining Divisions and the Office of Human Resources. In addition, the Office of the Chief Counsel (HCC) has revised its mission/functions to address changes in administrative responsibilities. Specific changes include the following:

    1. HAD's Office of Acquisition Management is realigned with HCF and renamed the Office of Acquisition and Grants Management. The three Divisions within this office are now renamed the Office of Acquisition Policy and Oversight, the Office of Contracting Operations, and the Office of Assistance Agreements and Acquisition Services. HAD's Office of Information and Management Services is abolished. Two of the Divisions within this office remain with HAD and are now offices-the Office of Management Services and the Office oflnformation Technology Services. The third Division, Management Programs and Analysis, is combined with HCF's renamed Office of Financial and Management Programs.

    2. The Administrative Service Teams no longer report directly to the Associate Administrator for HAD. The Teams are incorporated with HAD's Office of Human Resources. HAD's mission/functions statements have been revised to reflect these changes and new responsibilities. In addition, acquisition operations functions previously administered by the Teams are being administered by HCF's Office of Acquisition and Grants Management.

    3. The Freedom of Information Act program is no longer being administered by HAD. This program and function is now in HCC's Operations and Administration Division (formerly the Administration and Employment Law Division). HCC has also realigned the Suspension and Debarment program from the Program Legal Services Division to the Operations and Administration Division.

    4. The FHWA, HAD, HCF, and HCC organization charts are revised to reflect these changes.
