  1. PURPOSE. To issue revised pages to the Federal Highway Administration's (FHWA) section of the U.S. Department of Transportation Organization Manual.

  2. EXPLANATION OF CHANGES. This change realigns functions within the Office of Infrastructure (HIF) to support FHWA's efforts to move to a more performance-based Federal-aid highway program. The framework for a performance-based program focuses on performance of the highway transportation system from various dimensions, including safety, mobility, and infrastructure condition. The more substantive changes include the following:

    1. The Office of Bridge Technology has been restructured and renamed the Office of Bridges and Structures (HIBS).

    2. The Office of Pavement Technology has been restructured and renamed the Office of Asset Management, Pavements, and Construction (HIAP).

    3. The Office of Asset Management no longer exists as a separate office.

    4. The Office of Transportation Performance Management (HIPM) has been created to lead, guide, coordinate, and develop cross-cutting aspects of a performance-related highway program.

    5. The Highways for LIFE program will be reassigned to the newly established Center for Accelerating Innovation.

    6. FHWA and HIF organization charts, and the appropriate HIF offices' mission and functions statements, are revised to reflect the above changes.
