  1. PURPOSE: To issue a revision to the Federal Highway Administration’s (FHWA) section of the Department of Transportation (DOT) Organization Manual.

  2. EXPLANATION OF CHANGES: This organization manual change restructures and realigns functions within the Office of Innovative Program Delivery (HIN) to enhance its ability to serve as the single point of coordination with FHWA program offices and collaboration with external stakeholders by driving innovation more broadly in the transportation community in four key areas to enhance efficiency and effectiveness of the Federal-aid highway program:

    • Innovation Deployment
    • Innovative Finance
    • Local-Aid Support
    • Transportation Workforce Development

    Documented below is information addressing the HIN’s organizational realignment with the four key areas shown above and the changes necessary to reflect that structure, including Moving Ahead for Progress in the 21st Century (MAP-21) Act and Fixing America’s Surface Transportation (FAST) Act provisions. Changes within the Office of the Federal Highway Administrator (HOA), the Office of Infrastructure (HIF), the Office of Operations (HOP), the Office of Civil Rights (HCR), the Office of Federal Lands Highway (HFL) and the Office of Technical Services (OTS) are also reflected. The HIN’s mission and functions have been revised to address its enhanced focus on FHWA’s innovative practices and operations. Specific changes in the FHWA section of the DOT Organization Manual include the following:

    New to HIN:

    1. The OTS’s Center for Accelerating Innovation (CAI) has been transferred to HIN.

    2. The OTS’ Technology Partnership Programs functions have been transferred to HIN and restructured into two centers--the Center for Transportation Workforce Development (CTWD) and the Center for Local-Aid Support (CLAS). The HFL’s Innovation and Technology Deployment functions have also been transferred to HIN and restructured in the CLAS.

      1. (1) The CTWD leads, guides, coordinates, and develops innovative practices and cross-cutting aspects of a transportation workforce development for the agency, manages a variety of legislated programs, and serves as a focus on external workforce development activities across the transportation community.

      2. (2) The CLAS provides national leadership and direction in the administration of the Local Technical Assistance and Tribal Technical Assistance programs (LTAP/TTAP) to advance innovative practices, new technology deployment/delivery, and technology transfer. Provides related information, shares knowledge, and promotes best practices regarding these programs with Federal Land Management Agencies (FLMA) and tribal governments/communities.

    3. The HCR function of soliciting Statements of Work from Federal-aid recipients through the division offices, reviewing and concurring with recipient and division office program recommendations, allocating funds, leveraging training resources, and ensuring oversight of the On-the-Job Supportive Services and the National Summer Transportation Institute (NSTI) programs, has been transferred to HIN’s Center for Transportation Workforce Development.

    4. The HIN retains its Innovative Finance Team and function, and will operate under the Center for Innovative Finance Support (CIFS). This center will be the conduit between HIN and the National Surface Transportation and Innovative Finance Bureau, created by the FAST Act and being established in the Office of the Secretary (OST).

    5. The Director of Innovative Program Delivery is renamed Chief Innovation Officer (CINO).

    Changes to HIN:

    1. HIN’s Major Projects Team and function have been transferred to HIF.

    2. The Transportation Infrastructure Finance and Innovative Act/Joint Program Office (TIFIA/JPO) will be transferred to OST once the organizational structure of the National Surface Transportation and Innovative Finance Bureau is established.

    Additional changes:

    1. The Program Manager for Transportation Security role and function in the Executive Director’s office has been transferred to HOP.

    2. The Director, Office of Technical Services is renamed Chief Technical Services Officer (CTSO).

    3. The HFL’s Indian Reservations Roads Program has been replaced by the Tribal Transportation Program and realigned in the new Office of Tribal Transportation.

    4. The title for HFL’s Eastern, Central, and Western Federal Lands Highway Division Engineers is changed to Director, Eastern, Central, and Western Federal Lands Highway Division. The Office of the Secretary (OST) Executive Resources signed off on the title changes on June 20, 2014.

    5. The FHWA organization chart and mission and functions statements for the offices listed above are revised to reflect the above changes. In addition, minor technical and grammatical revisions have been made throughout the attached document.
