What is the purpose of this change? This change identifies the administrative authorities that are delegated from the Administrator to key Headquarters and field officials.
Which part of FHWA Order M 1100.1A is being updated? This Order makes changes to Part I (Delegations of Authority), Chapter 4 (Administrative).
What changes are included in this Order? Important changes include:
Authorities delegated to Headquarters and field officials in Section 1 (Personnel Administration), Section 2 (Information and Management Services), Section 3 (Acquisition Management), and Section 4 (Other Approvals) are updated. Directors of Field Services have been added to the listings of officials that are delegated specific authorities throughout the chapter.
Section 1, paragraph 2c(1), is revised to require that field organizations consult with the appropriate Director of Field Services, prior to advertising position vacancies.
A new paragraph 44b is added to Section 2 to reflect the delegation of authority to the Associate Administrator for Administration to certify compliance with Section 508 of the Rehabilitation Act for the acquisition of Electronic and Information Technology products.
Paragraph 65 of Section 3 (Acquisition Management) is revised in its entirety to more accurately define authorities of FHWA’s Competitive Sourcing Official and those of the Associate Administrator for Administration, with regard to implementation of the Federal Activities Inventory Reform Act of 1998 and provisions of the Office of Management and Budget Circular A-76, Performance of Commercial Activities. Major changes in other Section 3 delegations statements are being withheld at this time, pending further review of FHWA contracting practices. Additional revisions that may be needed in this portion of the chapter will be separately addressed in a future update.
Some edits have also been made to correct references, regulatory citations, and to eliminate outdated material. As discussed in the first footnote of the chapter, permission to further delegate is granted unless otherwise stated.
