1/ Data used for apportionment of FY 2001 funds on October 1, 2000 under TEA-21 as amended. Lane-miles and travel were derived from the 1998 Highway Statistics publication, revised. Trust fund payments (both commercial vehicles and total highway account are based on FY 1999 Trust Fund receipts attributed on updated 1998 motor-fuel data (tables FE-9 and FE-221). Diesel fuel is based on updated FY 1998 data (table MF-27). Total public mileage is as of December 31, 1999.

2/ Interstate Maintenance funds are apportioned on each State's share of these factors: total Interstate lane-miles open to traffic (one-third); total Interstate vehicle-miles of travel (one-third); and commercial vehicle contributions to the Highway Account of the Highway Trust Fund (one-third).

3/ National Highway System funds are apportioned on each State's share of these factors: total principal arterial lane-miles, excluding Interstate (25 percent); total principal arterial vehicle-miles of travel, excluding Interstate (35 percent); diesel fuel used on highways (30 percent); and total principal arterial lane-miles per capita (10 percent).

4/ Surface Transportation Program funds are apportioned on each State's share of these factors: total lane-miles of Federal-aid highways (25 percent); total vehicle-miles of travel on Federal-aid highways (40 percent); and payments into the Highway Account of the Highway Trust Fund (35 percent).

5/ Highway Safety funds (23 U.S.C. 402) are apportioned on each State's share of these factors: total population (75 percent); and total safety mileage (25 percent).
