System preservation improvements include some Reconstruction, Minor Widening, Restoration and Rehabilitation, Resurfacing, and Reconstruction- no added capacity. Excludes certain improvement types such as Safety/ Traffic/ Traffic System Management, Environmentally- related Projects, Special Bridge Programs and Other projects.
