Message from the Chief Technical Services Officer, Federal Highway Administration

The Federal Highway Administration’s (FHWA) Office of Technical Services (OTS) is the agency’s vehicle for providing technical assistance, training, and technology deployment to transportation agencies across the Nation. Since its establishment in 2009, OTS has continually sought out new and more effective ways to enhance our just-in-time services in order to better meet the needs of our transportation partners and customers.

This report highlights OTS’s achievements in 2016 and takes a look at what’s to come in 2017. Our primary units, the FHWA Resource Center and the National Highway Institute continue to successfully deliver technical assistance and training in myriad technical disciplines and functional areas by being on the forefront of emerging innovations.

OTS as a whole provides immense support and leadership to the agency’s priority deployment programs, such as the second Strategic Highway Research Program and Every Day Counts. In addition, the newly established Knowledge Management unit is charged with revitalizing FHWA’s methods for sharing information and connecting agency staff across all organizations and functional areas.

I am proud of OTS’s significant achievements thus far, as well as our forward-looking efforts to explore new efficiencies to better serve our internal and external customers. But I am most proud of the people behind these efforts.

Each individual within OTS contributes his or her expertise, time, and strong commitment to FHWA’s ultimate success. It is the “Power of People” that makes OTS a successful, cohesive organization and drives each and every achievement highlighted in the 2016 OTS Annual Report.
