▼FHWA’s Office of Technical Services (OTS) provides technical assistance, training, and technology deployment to transportation agencies nationwide. Composed of three units–the National Highway Institute (NHI), the Resource Center (RC) and the Knowledge Management (KM) unit–OTS staff collaborates with all FHWA units to deliver success to both external and internal customers.

Transportation Secretary Elaine Chao and FHWA Deputy Administrator Brandye Hendrickson often speak of the “your success is our success” philosophy. In OTS, we aim to live that philosophy every day. Since its inception, the Office of Technical Services has been dedicated to helping others succeed. We’ve long understood that our success hinged on the success of our many customers. In everything we do, every project we take on, every resource decision we make - we’re committed to successful outcomes for our internal FHWA customers, the State DOTs we serve, and the traveling public.

Two significant transportation projects demonstrate the Resource Center's commitment to its customer service model: the Gordie Howe International Bridge (GHIB) and the NY-81 relocation and reconstruction projects.
The Office of Technical Services has played key roles in two major FHWA innovation initiatives – the second Strategic Highway Research Program (SHRP2) and Every Day Counts (EDC).
A large portion of the OTS mission is to provide training and education to transportation professionals across the country. This often entails collaboration between NHI, FHWA's formal training organization, and the Resource Center, whose experts are on the front lines assisting customers. As part of FHWA’s commitment to the success of our customers, the agency must maintain employee expertise in key areas. This past year, OTS played a key role strengthening learning and development opportunities and ensuring the technical skills of FHWA staff members kept pace with changes in the transportation industry. For more than a decade, FHWA’s Discipline Support System (DSS) has been the organizational framework through which the agency develops high levels of expertise in more than 20 technical disciplines. The DSS provides strategic direction and leadership, develops learning and networking resources and strengthens collaboration, coordination, and professional development opportunities within and across FHWA’s disciplines.

In 2018, FHWA staff in 15 disciplines attended multi-day Learning and Development seminars. OTS staff were integral in bringing these seminars to fruition – on both the programmatic and technical sides.
While the Learning and Development seminars are an integral part of ensuring FHWA specialists are ready to serve our customers, there's much more to the Discipline Support System than just seminars.
In OTS, we’re committed to success. We know that we only achieve true success when our customers and stakeholders are successful. As such, OTS will continue to look for innovative tools and methods to provide the technical expertise and training that is in high demand from our partners and customers.
As we look back on 2018, it is worth noting that the Resource Center celebrated its 20th anniversary this year, while NHI has been providing technical training for more than 40 years. Whether continuing the long-standing success of these essential business units – the RC and NHI, or celebrating the initial contributions from their new partner – the KM unit, one thing is clear: OTS remains steadfast in our desire to exceed the needs of the highway community. The unit built its legacy on being forward thinking, agile, and responsive to a rapidly changing environment, and the people of OTS look forward to the challenges to come.
