Successful CSS projects tend to generate new partnerships and/or strengthen existing ones. Despite – or perhaps because of – their small populations, rural communities can bring together a wide range of stakeholders, from residents and business owners to financial institutions, developers, and public agencies, in the process of envisioning, designing, financing, and championing CSS projects. As anthropologist Margaret Mead said, “Never doubt that a small group of thoughtful, committed people can change the world. Indeed, it is the only thing that ever has.”
