Thriving rural communities are adept at leveraging all sorts of resources creatively – not just funds, but also other types of assets, including human capital. CSS planning and design approaches, which focus on integrating transportation facilities with the communities they serve, are ideal venues for bringing together representatives from all types of public and private agencies who can create collaborative “packages” for financing and implementing transportation projects in tandem with community development initiatives.
