This effort used a literature review, a scan of long-range planning documents, and case-study research to examine the state of megaregional planning and resulted in the development of regional long-range and local comprehensive planning frameworks, which address opportunities for local and regional agencies to address megaregional issues in their respective long-range plans.

This report explores innovative ways that metropolitan planning organizations (MPOs) are working with partners to begin to conduct planning to address the transportation issues of megaregions. The research includes a focus on how MPOs are working within their planning agency roles identified in Federal regulations to explore needs outside of their boundaries.

The peer exchange aimed to enhance organizational capacity for addressing freight issues at the megaregion scale within existing planning frameworks by leveraging data resources, partnerships, and peer planning experience. The following report provides background on freight planning in megaregions, describes the peer organization's freight planning experiences, and draws lessons from guest speakers and group discussion.

Through three case studies, this paper outlines the benefits for rural areas, including economic and transportation benefits, and suggests recommendations and best practices for RPOs to consider in partnering with metropolitan planning organizations and State Departments of Transportation.
The Chesapeake Megaregion Market Analysis (PDF 5.9 MB)
To support emerging megaregions the FHWA sponsored the report, "A Framework for Megaregion Analysis: Development and Proof of Concept." The framework consists of a market analysis with three components; identification of megaregion issues, boundary definition and megaregion characterization. An economic and transportation model framework supports the market analysis. This study demonstrates the applicability of the framework by applying it to the Chesapeake Megaregion, stretching from Wilmington Delaware to the Norfolk Virginia Beach area.
