PBPP IMPLEMENTATION ROADMAP FOR FHWA DIVISIONS

The purpose of the Performance-Based Planning and Programming (PBPP) Implementation Roadmap is to help the Federal Highway Administration's (FHWA) Division Offices partner with States, Metropolitan Planning Organizations (MPOs), public transportation providers, and the Federal Transit Administration's (FTA) Regional Offices to support national performance goals, achieve desired performance outcomes, and meet the Federal planning and programming requirements for transportation performance management (TPM). The PBPP Implementation Roadmap summarizes regulatory requirements, answers frequently asked questions, describes available resources, and recommends ways for FHWA Division Offices to enhance their planning oversight and stewardship activities, including document reviews, approvals, and planning certifications. FHWA Division Offices will use the PBPP Implementation Roadmap to work with FTA Regional Offices to assist States, MPOs, and public transportation providers to integrate performance-based plans and programs into the statewide and metropolitan planning processes and to make investment and policy decisions to achieve performance goals, targets, a state of good repair, and other desired outcomes.

The PBPP Implementation Roadmap primarily focuses on FHWA's performance measures for highway safety, pavement condition, bridge condition, travel time reliability, freight reliability, traffic congestion, and on-road mobile source emissions, but FTA's performance measures for transit asset management and public transportation safety are referenced, where appropriate, to provide information on the required interactions among States, MPOs, and public transportation providers.

The intended audience is the FHWA Division Office, but the following recommendations are publicly available to all interested parties. Please be aware that the PBPP Implementation Roadmap does not address all the Federal requirements for TPM or asset management.
