Financing the Statewide Plan: A Guidebook (1999) - State requirements for a financial component of the long-range planning process have been much less stringent than those for metropolitan planning organizations. The guidebook is designed to help answer the questions: why should state departments of transportation develop a thorough financial planning process as part of their long-range plans? What should they contain? What strategies are there to bridge the ubiquitous gap between projected revenues and perceived needs? Financial Planning and Fiscal Constraint: Domestic Scan Tour (PDF, 931 KB) - FHWA conducted a domestic scan in 2002 and 2003 to gather information on financial planning and fiscal constraint in the statewide transportation planning process. In the scan report, planning officials from the three states describe planning and programming processes and how financial planning is integrated into these processes. The State representatives also discussed challenges they face in balancing financial planning with long-range visions and strategies, high priority needs, and development of projects.
