13. Subcontractors, DBE, EEO, Key Personnel

The initial survey respondents did not provide a significant amount of information regarding subcontracting. Several noted minimum levels of work that were required to be performed by the design-builder, and one noted a minimum amount of work that was required to be subcontracted out.

With regard to DBE programs, the respondents noted that the primary difference between their standard program and their design-build program was the fact that DBE participants were not necessarily identified in the proposal.

No major concerns were raised regarding EEO requirements. Several agencies, however, indicated concern regarding key personnel leaving the project.
