Exhibit 20-2 is a bar graph that shows highway-rail intersections under electronic surveillance. The vertical axis measures percentages from 0 to 25 in increments of 5 percent. The horizontal axis has five bars, one for each of 4 years. In 1997, 5 percent of highway-rail intersections were under electronic surveillance. In 1999 it was 9 percent, 16 percent in 2000, and the figure is projected to be 22 percent by 2005.
