Exhibit 4-11 is a chart that shows DMVT per lane-mile for rural systems. The vertical axis measures DVMT per lane miles from 0 to 6,000 in increments of 1,000. The horizontal axis measures each year from 1992 to 2001, though numbers are given for only five of those years. There are four lines, one for each type of rural road system. The first, for rural interstates, has the highest numbers; there were 4,002 DMVT per lane-mile in 1993, 4,600 in 1995, 4,927 in 1997, 5,303 in 1999, and 5,450 in 2000. The other three lines also project upward, but to a smaller degree and at smaller numbers. The second line, for rural principal arterials, had 2,037 DMVT per lane-mile in 1993, 2,368 in 1995, 2,513 in 1997, 2,640 in 1999, and 2,672 in 2000. The third line, for rural minor arterials, had 1,411 DMVT per lane-mile in 1993, 1,484 in 1995, 1,556 in 1997, 1,621 in 1999, and 1,641 in 2000. And the fourth line, for rural major arterials, had 568 DMVT per lane-mile in 1993, 604 in 1995, 628 in 1997, 646 in 1999, and 651 in 2000.
